<p>The conference programme was built around specialised thematic areas: <strong>Management Systems</strong>, <strong>Medical Device Compliance</strong>, and <strong>Safety &amp; EMC</strong>. Through expert presentations, panel discussions, and practical workshops, participants gained valuable insights into current regulatory developments, technological advancements, standardization activities, and emerging challenges across a broad range of industries.</p>
<p>Renowned speakers from Slovenia and abroad shared their expertise on topics including management system certification, medical device regulation, product safety, electromagnetic compatibility, artificial intelligence, sustainability, and cybersecurity. The programme offered a balanced combination of strategic perspectives and practical solutions, enabling participants to strengthen their professional knowledge and better address the demands of increasingly complex regulatory environments.</p>

<p>A distinctive feature of SIQ Summit was the joint afternoon programme on Wednesday May 27, <strong>“Expertise is Safety”</strong>, which connected participants from all conference streams and highlighted the broader societal value of expertise, responsibility, independence, and trust. The programme concluded with a discussion featuring members of the family of <strong>Tadej</strong> <strong>Pogačar</strong>, offering reflections on the role of support, commitment, and shared values in achieving exceptional results.</p>

<p>Participant feedback confirmed the success of the event. Attendees particularly highlighted the high professional quality of the programme, the relevance of the topics discussed, the expertise of the speakers, and the opportunity to exchange experiences with so many professionals from diverse sectors and international environments.</p>
<p>The successful launch of SIQ Summit represents an important milestone in SIQ’s mission to promote excellence, safety, and trust through knowledge and professional development. By bringing together experts from different disciplines and countries, the conference created a valuable platform for dialogue, collaboration, and the exchange of best practices that contribute to safer products, more reliable systems, and a more sustainable future.</p>

										<content:encoded><![CDATA[<p>We have recognized a growing demand for testing wired communication technologies operating over power lines in low-voltage electrical installations (PLC – Power Line Communication).</p>
<p>To address this need, we have acquired a new PLC Measurement System, enabling us to fully cover all conducted emission requirements defined by EN 50561-1.</p>
<p>The EN 50561-1 standard specifies limits, measurement methods, and operational requirements for in-home power line communication equipment operating in the frequency range from 1.6 MHz to 30 MHz, including the following:</p>
<ul>
<li>Strict limits for conducted disturbances to protect the radio spectrum from interference</li>
<li>Requirements for dynamic power control (DPC) to minimize emissions</li>
<li>Mandatory notching functionality to avoid interference with radio services</li>
<li>Defined measurement setups and procedures for reproducible and compliant testing.</li>
</ul>

										<content:encoded><![CDATA[<p>Rehabilitation technology has advanced significantly over the past decade. Among the latest innovations is a new class of large-scale, multifunctional rehabilitation systems designed to support intensive therapy for patients recovering from neurological injuries, musculoskeletal disorders, and long-term mobility impairments. These devices integrate complex mechanical systems, advanced electronics, and intuitive user interfaces to create a highly adaptable therapeutic environment.</p>
<p>Early and well-structured rehabilitation is particularly critical following a stroke, as it plays a key role in restoring movement, balance, and functional independence. To support this process, we have recently tested a technologically advanced rehabilitation device specifically developed for post-stroke therapy. This system belongs to a category of complex, stationary rehabilitation platforms that combine sophisticated mechanics, electronics, and a user-friendly touchscreen interface.</p>
<p>We are proud to have evaluated such a device in our laboratory. Due to its complexity, safety testing requires significant time and effort. Special attention must be given to multiple potential trapping zones created by moving parts, ensuring the safety of both patients and operators. Additionally, protection against electrical shock presents a challenge, as these systems incorporate numerous motors and other mains-powered components.</p>
<p>For this type of equipment, the IEC 80601-2-78 standard must be applied in conjunction with the general medical electrical equipment standard to ensure full compliance.</p>
<p>SIQ is accredited to perform testing in accordance with IEC 80601-2-78 and can issue accredited test reports. Furthermore, as this standard is in our IECEE CB Scheme scope, we are able to issue internationally recognized CB certificates for such devices.</p>

										<content:encoded><![CDATA[<p>Environmental chambers play a critical role in the development, qualification, and reliability testing of products across industries such as automotive, electronics, medical technology, and energy. Due to their demanding operating conditions – ranging from extreme temperature cycling and high humidity to powerful heating elements and complex refrigeration systems – these devices require thorough and well-defined electrical safety evaluation.</p>
<p>The IEC 61010-2-012 standard specifies safety requirements for environmental, thermal, and vacuum chambers and complements the general requirements of IEC 61010-1+A1. It addresses key risk areas such as protection against moving mechanical parts, exposure to high-temperature surfaces, electrical breakdown under elevated humidity, safe management of condensation, compressor-related hazards, and proper design of user-accessible features. 										<content:encoded><![CDATA[<p>A new amendment to the IEC 60335-1 international safety standard has been introduced. The IEC 60335-1:2020/A1:2025 amendment brings clearer definitions, additional safety requirements, and updated testing procedures.</p>
<p>One of the focuses of the update is the inclusion of software architecture principles. This ensures that critical safety functions remain protected from errors or interference from other system components. These requirements are particularly important as appliances increasingly rely on programmable electronics and remote communication technologies.</p>
<p>The standard also introduces new requirements for appliances capable of remote communication through public networks. These devices must include safeguards to prevent unauthorized access and ensure proper software separation between communication functions and safety-critical software.</p>
<p>Battery-operated appliances, remote controls, and accessories containing batteries must now be tested according to the updated requirements of Annex B. New conditions require tests using the battery type that produces the most unfavourable result.</p>
<p>The amendment introduces stricter rules for small batteries, coin batteries, and button batteries.<br />
Mechanical stability tests and requirements to prevent rolling or sliding appliances have also been strengthened. These changes ensure that appliances remain safe even when exposed to public use conditions.</p>
<p>Updates of references for components were replaced with newer versions to maintain consistency with current international guidelines.</p>
<p>One of the important updates concerns the new requirements of Clause 22.42 related to protective impedance. Protective impedance shall consist of:</p>
<ul>
<li>at least two separate components or</li>
<li>a single class Y1 capacitor complying with IEC 60384-14:2023 including Subclause 8.4.1, with a passive flammability category B and a minimum duration of 21 days for the damp heat.</li>
</ul>
<p>Optical radiation safety is another area addressed by the amendment. Appliances must not present an optical radiation hazard during normal use. Compliance of electrical light sources and luminaires incorporated in the appliance predominantly emitting radiation in the visible range and used to illuminate spaces or objects is checked following the measurement procedure described in IEC 62471 and assessed after IEC 62471-7.</p>

										<content:encoded><![CDATA[<p>The European Commission has introduced Regulation (EU) 2025/2052, establishing a comprehensive new framework for ecodesign requirements that significantly advances the European Union’s ambitions for energy efficiency and a circular economy. Replacing Regulation (EU) 2019/1782, the new framework moves beyond a narrow focus on power consumption toward a broader vision centered on interoperability, durability, and resource sustainability.</p>
<p>The regulation will become mandatory on December 14, 2028, at which point Regulation (EU) 2019/1782 will be repealed.</p>
<p>One of the most significant developments is the extension of product categories within the scope. While the 2019 regulation primarily targeted External Power Supplies (EPS) under 250W for select office and household equipment, the new regulation removes these limitations and broadens applicability. Newly included categories include:</p>
<ul>
<li>Wireless chargers and wireless charging pads</li>
<li>USB Type-C cables</li>
<li>Battery chargers for portable batteries of general use</li>
<li>High-power external power supplies used across a wider range of household and office products.</li>
</ul>
<p>To reduce electronic waste and support circular economy goals, the regulation introduces mandatory interoperability requirements. Most AC-DC power supplies must now be interoperable, meaning they are required to include at least one USB Type-C or USB Power Delivery (USB-PD) port.</p>

This ensures continued usability even if cables are replaced or upgraded. Compliant devices will be identifiable through the new “Common Charger” logo, which must appear on the nameplate, packaging, and accompanying documentation—signaling compatibility across multiple devices and generations.</p>
<p>Regulation 2025/2052 also introduces stricter energy performance requirements:</p>
<p>10% Load Efficiency: Previously only reported under the 2019 framework, efficiency at 10% load now has mandatory minimum thresholds.</p>

										<content:encoded><![CDATA[<p>The Ministry of Electronics and Information Technology (MeitY) has issued an order regarding the verification of rated/declared capacity of secondary li-ion cells and batteries. The implementation framework for compliance is outlined below.</p>
<h3><strong>1.</strong> <strong>Applicability</strong></h3>
<p>These guidelines apply to all portable sealed secondary lithium-ion cells and batteries covered under IS 16046 (Part 2). Rated capacity verification shall be conducted in accordance with Clause 7.3.1 of IS 16047 (Part 3):2018 – Discharge performance at 20°C.</p>
<h3><strong>2. Compliance Requirements for Existing Licensees</strong></h3>
<p>Licensees holding valid registrations up to or beyond 30 April 2027 must ensure compliance:</p>
<ul>
<li>On or before 30 April 2027, or</li>
<li>Before the license expiry date, whichever is earlier.</li>
</ul>
<p><strong>Post-Testing Submission Requirements<br />
</strong>Upon completion of testing, licensees are required to submit:</p>
<p>&#8211; Test reports issued by a BIS-recognised third-party laboratory<br />
&#8211; A declaration/undertaking confirming that all remaining models comply with Clause 7.3.1 of IS 16047 (Part 3).</p>
<p><strong>Non-Compliance Consequences<br />
</strong>Failure to comply within the prescribed timeline may result in action by the Bureau of Indian Standards (BIS), including:</p>
<ul>
<li>Suspension of license</li>
<li>Cancellation of license</li>
<li>Removal of specific models from the license scope.</li>
</ul>
<h3><strong>3. Requirements for New Applicants</strong></h3>
<p>In the following cases:</p>
<p>&#8211; Battery testing is in progress<br />
&#8211; Test reports have been issued by the laboratory<br />
&#8211; Applications have already been submitted to BIS</p>
<p>Applications may proceed, provided a declaration letter is submitted confirming that the rated capacity test report will be furnished prior to license expiry.</p>
<p><strong>Important Note<br />
</strong>Effective 30 April 2027, no new license under IS 16046 (Part 2) will be granted unless the laboratory test report includes rated capacity verification as per Clause 7.3.1 of IS 16047 (Part 3).</p>
<h3><strong>4. Effective Date<br />
</strong></h3>

<ul>
<li>IS 616:2017, and</li>

</ul>
<p>to the updated standard:</p>
<ul>
<li>IS/IEC 62368-1:2023 – Audio/Video, Information and Communication Technology Equipment – Safety Requirements.</li>
</ul>
<h4><strong>Overview</strong></h4>
<p><strong>Concurrent Running Period</strong></p>
<p>BIS has established a transition window until 1 November 2028, during which both the existing and new standards will run concurrently. IS 13252 (Part 1):2010 and IS 616:2017 will remain valid until this date. Post 1 November 2028, these standards will be withdrawn and only IS/IEC 62368-1:2023 will remain in force.</p>
<p><strong>Impacted Product Categories</strong></p>
<p>The revised standard applies to a wide range of electronic products covered under the CRS scheme, including:</p>
<ul>
<li>Laptops and personal computers</li>
<li>Televisions</li>
<li>Printers and scanners</li>
<li>Power banks</li>
<li>CCTV cameras</li>
<li>Smart speakers and audio equipment</li>
<li>Wireless headphones</li>
<li>Webcams</li>
<li>Amplifiers</li>
<li>Other ICT and AV equipment</li>
</ul>

<h4><strong>Call to Action</strong></h4>
<p><strong>For Existing License Holders</strong></p>
<p>All licensees must transition to IS/IEC 62368-1:2023 before 1 November 2028. Manufacturers must submit complete test reports for lead models from BIS-accredited laboratories. Applications for standard transition must be submitted via the Standard Revision/Amendment/Essential Requirement module on the BIS portal.</p>
<p><em><strong><u>Important compliance notes:</u></strong></em></p>
<p>Failure to comply by the deadline may result in cancellation of license or deletion of models.</p>
<p>Upon successful transition, BIS will issue a confirmation letter listing compliant models.</p>
<p><strong>Where additional standards apply, licensees must also submit test reports for:</strong></p>
<ul>
<li>IS 18112:2025 – Plasma/LCD/LED televisions</li>
<li>IS 16333 (Part 3):2022 – Mobile phones</li>
<li>Essential Requirements for Security of IP-based CCTV Cameras</li>
<li>If these standards are not applicable, a duly signed declaration must be submitted instead.</li>
</ul>
<p><strong>For New Applicants</strong></p>
<p>Applications may continue under IS 616:2017 or IS 13252 (Part 1):2010 only if:</p>
<ul>
<li>Testing has already been completed, or</li>
<li>Samples have already been submitted.</li>
<li>Such applicants must provide a declaration confirming that transition to IS/IEC 62368-1:2023 will be completed within the concurrent running period.</li>
<li>After 1 November 2028, no new licenses will be issued under the older standards.</li>
</ul>
<p>The adoption of IS/IEC 62368-1:2023 marks a significant advancement toward a modern, hazard-based safety framework for IT and audio-video equipment. It also aligns Indian regulatory requirements with global standards, improving product safety and market compatibility.</p>
<p>Manufacturers are strongly encouraged to begin transitioning early to ensure seamless compliance and avoid disruptions ahead of the final deadline.</p>

<p><strong>Spare parts (§33):</strong> Spare parts for products already placed on the EU market are generally outside the ATEX scope unless they qualify as equipment or components under the Directive, in which case full compliance is required.</p>
<p><strong>Equipment outside scope (§38):</strong> Further clarification is provided on “simple” electrical and mechanical products without their own ignition source (e.g., hand tools and hand-operated valves). Such products are typically out of scope. Certain consumer products (e.g., domestic battery pumps) may instead fall under the General Product Safety Regulation (EU) 2023/988.</p>
<p><strong>Digital EU Declaration of Conformity (§74, §151):</strong> The requirement to supply the EU DoC and instructions solely in paper form is removed. Safety instructions must still be provided on paper, but the EU DoC may be made available digitally. When provided in digital form, the manufacturer must indicate on the product (e.g., on the rating plate) an internet address or machine-readable code, such as a QR code, enabling direct access to the EU DoC. The document must remain accessible online for the expected product lifetime and at least 10 years after placing on the market. A paper copy must be supplied free of charge upon request.</p>
<p><strong>Trace heating systems (§253):</strong> Clearer distinction between stabilized/controlled designs and Type A/Type B systems, with defined certification, temperature classification, installation, and manufacturer responsibilities.</p>

<p>IEC 61000-4-39 addresses immunity test methods specifically intended for scenarios where the RF source is located very close to the equipment under test (EUT), resulting in <strong>spatially inhomogeneous fields</strong>.</p>
<h3><strong>Safety-Critical and Automotive Applications</strong></h3>
<p>This test method is particularly suitable for <strong>safety-related applications</strong>, where the correct operation of electronic systems must be ensured even under severe electromagnetic stress.
