The event was organized by SIQ, which has been a member of the IQNET association since 1996. The General Assembly coincided with the celebration of the 35th anniversary of the association’s founding. It was attended by the members of the association from more than 30 countries.

As part of the event, SIQ received two awards for conducting training courses within the IQNet Academy. Among all members, we performed best in terms of growth and the range of training programmes. In 2024, we issued as many as 463 IQNet Academy certificates, while this year we have already issued 177.

The event was an important opportunity to exchange good practices, strengthen cooperation and develop joint strategies for the future development of conformity assessment and certification of management systems.

The event focused on maintaining excellent business relations, exchanging experiences, and discussing plans for our future cooperation. This year, the theme of our discussions was the importance of continuity for the future, both in personal and business development.

The attendees were welcomed in the name of SIQ Ljubljana and SIQ Belgrade by Mr. Zoran Vuković, managing director of SIQ Belgrade.

Last year, SIQ Belgrade celebrated its first 10 years of existence, while this year SIQ Ljubljana, celebrated its 60 years, as we overviewed its dynamic development in recent years, during which SIQ has become a leading body for testing, calibration, and certification in the region. The main competitive advantages include knowledge, experience, international recognition and credibility, flexibility, comprehensive solutions, constant new services, and continuous adaptation to the international market.

The contribution of SIQ Belgrade to the development of the SIQ Group includes forming a team of highly educated people, equipping the laboratory for EMC testing, electrical safety, and machinery, constantly expanding the scope of accreditation with new testing methods, establishing the Management system assessment area, and creating a railway focused department. As we emphasized, SIQ Belgrade was appointed as a conformity assessment body according to the national railway technical regulations (DeBo) by decision of the Ministry of construction, transport, and infrastructure of the Republic of Serbia in September 2024.

The program continued with our esteemed guests: writer Bojan Ljubenović and Dr. Andrej Josifovski, an architect and street artist.

Their presentations were original, and above all, charming and educational, receiving repeated rounds of applause from the audience, surprising even the guest speakers themselves.

The cultural and entertainment program was enriched by the excellent performance of theater and film actor Nebojša Milovanović, with his cabaret show titled Stand-Up with Nebojša Milovanović.

Our colleague from SIQ Belgrade, Sanja Marin, was an outstanding moderator who guided us through the entire event with special charm, maintaining a dynamic atmosphere.

The meeting continued with informal networking with current and potential partners.

SIQ celebrated its 60th anniversary on Thursday, September 19, 2024, at the Brdo Congress Center in the company of its employees, external colleagues, partners from Slovenia and abroad, and other esteemed guests. More than 500 of us gathered at the event full of positive stories and impressions from the 60-year history of our institute. Together, we went through the journey of quality and excellence from the very first steps and looked forward to the future and the planned investment in a new office building with its 15,000 m2 of space for laboratories and test chambers, which was presented by the Managing Director of SIQ Ljubljana, Gregor Schoss, at the end of the event. He emphasized, among other things, that “the dedication, expertise, and innovative spirit of all stakeholders have always been the driving force of SIQ’s activities,” and alongside impartiality, he highlighted trust as the foundation of many success stories and the excellence for which the institute is recognized today.

The State Secretary at the Ministry of Economy, Tourism and Sport, Matevž Frangež, emphasized in his address that “the vision presented by SIQ, which has developed for 60 years as an important national infrastructure for testing, certification, quality assurance, and compliance, is extremely important.”

The Institute’s important role in supporting the Slovenian economy and its impact on wider society was also highlighted by Mitja Gorenšček, Chief Executive Officer of the Chamber of Commerce and Industry of Slovenia and President of the SIQ Council, as it “significantly contributes to the formation of global quality and safety standards through its activities.”

In the morning, we held three interesting expert lectures in sold-out lecture halls–on the future of management systems, artificial intelligence and its impacts on HR, and on the evolution of conformity assessment of electrotechnical products. After acquiring new knowledge, we focused on SIQ’s historical milestones and presented its vision.

This time, we hosted two esteemed guests from abroad, Pedro Castro Alves, the Director of the IQNET association, and Wolfram Zeitz, the Executive Director of the IECEE scheme. They presented the important role of international associations and schemes and the benefits they bring to their members and organizations around the world. As a member of such international associations, SIQ plays a key role as it represents the voice of the Slovenian economy on the global map and opens the door to the global market with its services.

For inspiration outside the world of standardization and certification, we turned to the established sociologist and philosopher Dr. Renata Salecl, the only Slovenian to speak at TED Global. In her lecture, she spoke on the general lack of trust in our society, also as a negative consequence of new technologies, artificial intelligence. and fake news. She summed up the message of her address in the idea that organizations like SIQ have a responsible mission because through our work we maintain trust in the profession and science.

The central focus of the event was, of course, a presentation of SIQ’s history through a talkshow with members of the SIQ’s management board: Gregor Schoss, Managing Director; Tatjana Čoko, Director of Training; Miloš Seražin, Director of Management Systems Assessment; Matjaž Lindič, Director of Metrology; Matej Žontar, Director of Certification (all SIQ Ljubljana). Through an interesting conversation and presentations, full of personal stories and reflections, we learned more about the work of SIQ and the key milestones that marked its success and growth.

The event was enriched with their excellent performances by well-established Slovenian musicians Nuška Drašček and Vlado Kreslin, who, in the innovative spirit of SIQ and our partners, shared the stage as a duo for the first time.

Thank you to everyone who co-created the first 60 years of the institute. And thank you to everyone who stays with us in the future.

Today, our mission is: We assess, and we also provide knowledge and experience. In doing so, we contribute to the sustainable development of the society based on knowledge and quality services and products, thus ensuring the conditions for a better quality of life.
I was trying to think of one word that would sum up everything that has been uniting us, brought us here and will continue to lead us. And I found it: TRUST.

There is a trust between the employees and external colleagues. We are on the same side, we solve tasks together and we always set new goals which we achieve in most of the cases.

You, partners, trust us as well. You trust us with your products, equipment, the latest know-how, you reveal innovative services, organisational charts and you also trust us with the employees who are trained with us.

That is the single reason why we can constructively support the economy and other stakeholders, rejoice together in their success and, of course, be successful ourselves.

More than 20 representatives of Notified Bodies from across Europe attended this year’s “NB-RAIL SG CCS 093” meeting.

The Technical Sub-Group for Control, Command, and Signaling shared its experiences and thoughts on the latest version of the Technical Specifications for Interoperability (TSI CCS) and application guidelines.
The discussion also touched on the challenges faced by notified bodies in their daily work, which serve as a basis for change recommendations and easier implementation of technical specifications.

After any explosion, scenes of material damage are to be expected, human injuries or fatalities aside. It is in this material damage, which at first sight makes one feel hopeless, that the investigations into the explosion are hiding some very welcome information. Broken glass on buildings is one of the key pieces of information in explosion investigations. The size of the shattered glass and the distance from the site of explosion provide the best estimate of the force of the explosion. Information on burns is also crucial, as this can be used to estimate the amount of explosive substance ignited in the explosion. All of this is valuable data for creating a simulation that gives us insight into what was really happening in those fateful moments.

Focusing on the not-so-rare example of an explosion that can occur as a result of a leaking gas cylinder in a domestic kitchen, we can quickly see how little gas from a cylinder is enough to cause a devastating explosion.

Let’s look at this in a concrete kitchen model (Figure 1), where we have kitchen equipment with a stove to the left of the fridge. There is a gas cylinder installed in the cupboard under the stove. There is also a window to the right of the fridge and a dining table.

Gas leaks anywhere between the cylinder and the stove pose a risk of explosion in the kitchen. If we assume that the propane leak from the cylinder is a few g/s, we can work out how large an explosive atmosphere would be created. The greatest risk of explosion is in the vicinity of the cylinder, as shown in (Figure 2). The explosive atmosphere shown would result from a prolonged gas leak, assuming the kitchen door is open at all times and the gas is continuously diluted. The gas in the explosive atmosphere shown has a mass of 5g and, when mixed with air, occupies a volume of 40l.

From this information on the size of the explosive atmosphere, we can further simulate the explosion or the pressure spread and heat propagation through the kitchen if it were to

an explosive atmosphere ignited by one of the ignition sources. In this particular case, it could be an electrical spark on the thermostat in the oven under the hob. The three figures above show the result of simulating the blast pressure at 20ms, 50ms, and 70ms after the explosion. The red colour shows the overpressure of the explosion and the blue colour shows the underpressure of the explosion, which always follows the overpressure.

The blast pressure on the window pane to the right of the refrigerator would exceed 10mbar, which would certainly cause the glass to shatter. The pressure would also exert such a force on the dining table that it would tip over. If all this really happened, we have confirmation that the explosion simulation is correct.

Additionally, the thermal performance of the explosion can be assessed if the temperature at the centre of the explosion exceeds 2000°C. The results are shown in Figures 6, 7, and 8 at 0.5s, 1s, and 2s after the explosion.

This model shows the explosion that would occur if a gas cylinder leaked and ignited. A broken window, an overturned table and a scorched kitchen would be the most obvious signs of this explosion. But let’s not forget that only a few grams of gas are enough to cause such an explosion.

To prevent this particular explosion, the solution is cheap and easy – regular maintenance of gas installations.
