Product Testing and Certification

New BSMI Safety Requirements for Lithium Batteries – CNS 15598-1 Mandatory from July 2025

01. July 2025

In early 2025, BSMI released a significant update to its safety certification framework for products containing rechargeable lithium batteries, such as:

  • USB chargers
  • Power banks
  • Bluetooth speakers
  • Cordless tools and devices

The new mandatory standard CNS 15598-1 now closely mirrors the internationally recognised IEC 62133-2, ensuring a higher level of safety, particularly for thermal stability, overcharging behaviour, short circuit performance, and mechanical protection.

Key changes include:

  • Stricter cell construction and testing protocols
  • Improved thermal runaway prevention criteria
  • Aligned charging/discharging performance testing
  • Enhanced requirements for battery protection circuits

Implementation Timeline:

Enforced from 1 July 2025 – any product entering the Taiwanese market from this date onward must comply.

Existing product certificates will require updates or renewals before expiration, depending on the scope of changes. Manufacturers should retest and update documentation early, especially if their product certification was originally based on older BSMI battery standards.
