India Announces Migration to IS/IEC 62368-1:2023 for Safety of AV, ICT, and Extended Reality Products
The Ministry of Electronics and Information Technology (MeitY) has formally announced the migration of IS 13252: Part 1: 2010 and IS 616:2017 to IS/IEC 62368-1:2023 through a Gazette notification issued on 7 November 2025.
The notification introduces a new product category under the Compulsory Registration framework and defines the concurrent running period during which manufacturers may continue using IS 13252 and IS 616 before full transition to IS/IEC 62368-1:2023.
Key Highlights
1. Superseded Standards
The following standards have been officially superseded by IS/IEC 62368: Part 1: 2023 – Audio/Video, Information and Communication Technology Equipment – Part 1: Safety Requirements:
• IS 13252: Part 1: 2010
• IS 616:2017
2. New Product Category Introduced
Extended Reality (XR) Products — including AR, VR, and MR devices — have been added as the 65th product category under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.
3. Concurrent Running Period
Extended Reality (XR) Products – New Licenses
• Valid until 1 May 2026
All Other Products under IS 13252 and IS 616 – Existing or New Licenses
• Valid until 1 November 2028
After 1 November 2028, IS 13252 and IS 616 will be fully withdrawn. From that date onward, only IS/IEC 62368: Part 1: 2023 will apply.

Transition Arrangements
A three-year transition period has been granted for existing license holders, following extensive consultation with industry and stakeholder groups. MeitY is expected to release detailed migration guidelines shortly, outlining the requirements for both new and existing licensees.
