Why do you need an assessment body?

As railways continually evolve, expand, and advance, ensuring safety remains the top priority. The European Commission’s Common Safety Method for Risk Evaluation and Assessment (CSM RA), established by Regulation (EU) 402/2013 and later updated by Regulation (EU) 2015/1136, sets out a compulsory framework for assessing and managing risks linked to significant changes in engineering, operations, or organisational structures. This framework was created to standardise how hazards are managed across EU member states and to simplify the recognition of safety assessments by national authorities. The CSM RA also works in conjunction with the (EU) 2016/798 Directive, providing a unified approach to safety demonstration and assessment.

Change management in the AsBo (Assessment Body) procedure for railways refers to the structured process by which changes to a railway system, its components, or operations are evaluated, assessed, and approved to ensure that safety is not compromised. AsBo is an independent entity responsible for assessing conformity with safety standards, and their involvement in change management is critical to maintaining system safety during modifications.

What can you expect from our collaboration?

We are accredited by Slovenia Accreditation (SA) as an independent assessment body under ISO/IEC 17020, type A. We offer an optimised inspection process with effective client-assessor communication to resolve and re-evaluate hazard identification their mitigation and use of a reactional approach. That way client benefits from speed up timelines and financial overruns.

We will undertake independent inspections according to Regulation (EU) 402/2013 and (EU) 2015/1136 for the following:

  • Energy subsystems
  • Trackside control-command and signalling
  • On-board control-command and signalling
  • Locomotives and passenger rolling stock
  • Safe integration

SIQ will issue a Safety Assessment report as a final document in the AsBo assessment process.
