India: Implementation Guidelines for Migration to IS/IEC 62368-1:2023
In response to the Ministry of Electronics and Information Technology (MeitY) notification dated 29 October 2025, issued under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, the Bureau of Indian Standards (BIS) has released implementation guidelines for transitioning from:
- IS 616:2017, and
- IS 13252 (Part 1):2010
to the updated standard:
- IS/IEC 62368-1:2023 – Audio/Video, Information and Communication Technology Equipment – Safety Requirements.
Overview
Concurrent Running Period
BIS has established a transition window until 1 November 2028, during which both the existing and new standards will run concurrently. IS 13252 (Part 1):2010 and IS 616:2017 will remain valid until this date. Post 1 November 2028, these standards will be withdrawn and only IS/IEC 62368-1:2023 will remain in force.
Impacted Product Categories
The revised standard applies to a wide range of electronic products covered under the CRS scheme, including:
- Laptops and personal computers
- Televisions
- Printers and scanners
- Power banks
- CCTV cameras
- Smart speakers and audio equipment
- Wireless headphones
- Webcams
- Amplifiers
- Other ICT and AV equipment
Call to Action
For Existing License Holders
All licensees must transition to IS/IEC 62368-1:2023 before 1 November 2028. Manufacturers must submit complete test reports for lead models from BIS-accredited laboratories. Applications for standard transition must be submitted via the Standard Revision/Amendment/Essential Requirement module on the BIS portal.
Important compliance notes:
Failure to comply by the deadline may result in cancellation of license or deletion of models.
Upon successful transition, BIS will issue a confirmation letter listing compliant models.
Where additional standards apply, licensees must also submit test reports for:
- IS 18112:2025 – Plasma/LCD/LED televisions
- IS 16333 (Part 3):2022 – Mobile phones
- Essential Requirements for Security of IP-based CCTV Cameras
- If these standards are not applicable, a duly signed declaration must be submitted instead.
For New Applicants
Applications may continue under IS 616:2017 or IS 13252 (Part 1):2010 only if:
- Testing has already been completed, or
- Samples have already been submitted.
- Such applicants must provide a declaration confirming that transition to IS/IEC 62368-1:2023 will be completed within the concurrent running period.
- After 1 November 2028, no new licenses will be issued under the older standards.
The adoption of IS/IEC 62368-1:2023 marks a significant advancement toward a modern, hazard-based safety framework for IT and audio-video equipment. It also aligns Indian regulatory requirements with global standards, improving product safety and market compatibility.
Manufacturers are strongly encouraged to begin transitioning early to ensure seamless compliance and avoid disruptions ahead of the final deadline.
