India: Compliance Framework for Rated Capacity Verification of Li-ion Cells and Batteries

The Ministry of Electronics and Information Technology (MeitY) has issued an order regarding the verification of rated/declared capacity of secondary li-ion cells and batteries. The implementation framework for compliance is outlined below.

1. Applicability

These guidelines apply to all portable sealed secondary lithium-ion cells and batteries covered under IS 16046 (Part 2). Rated capacity verification shall be conducted in accordance with Clause 7.3.1 of IS 16047 (Part 3):2018 – Discharge performance at 20°C.

 

2. Compliance Requirements for Existing Licensees
Licensees holding valid registrations up to or beyond 30 April 2027 must ensure compliance:

  • On or before 30 April 2027, or
  • Before the license expiry date, whichever is earlier.

Post-Testing Submission Requirements
Upon completion of testing, licensees are required to submit:

– Test reports issued by a BIS-recognised third-party laboratory
– A declaration/undertaking confirming that all remaining models comply with Clause 7.3.1 of IS 16047 (Part 3).

Non-Compliance Consequences
Failure to comply within the prescribed timeline may result in action by the Bureau of Indian Standards (BIS), including:

  • Suspension of license
  • Cancellation of license
  • Removal of specific models from the license scope.

 

3. Requirements for New Applicants

In the following cases:

– Battery testing is in progress
– Test reports have been issued by the laboratory
– Applications have already been submitted to BIS

Applications may proceed, provided a declaration letter is submitted confirming that the rated capacity test report will be furnished prior to license expiry.

Important Note
Effective 30 April 2027, no new license under IS 16046 (Part 2) will be granted unless the laboratory test report includes rated capacity verification as per Clause 7.3.1 of IS 16047 (Part 3).

 

4. Effective Date
These guidelines are effective immediately.
